Pipeline-Level Input Validation

Cross-Module Admin Integration
Subscription lifecycle events automatically cascade to Identity management. When a subscription is suspended, all tenant admins are deactivated securely. On resume, only subscription-suspended admins are reactivated — manually-deactivated admins remain off.
